Create Template with Permanent object?

Goal: send a template to students with a topographic stl. file imported so students can add objects to a pre-made template.

Steps accomplished: I have a template with the STL file inserted, and can distribute this to students

Needs: I want to make this land object permanent rather than simply “lock” the object. When it’s just locked, students can still select the land and delete it. Is there anyway to make a template with a permanent object?
