Right now I have uploaded several images that I’m using on several different panels. Is it possible to now have a new panel that doesn’t have an image on it or not?

Could you describe what you like to achieve in your space with us? You can always create new panels, or items, from the library, and add only the images you want on a panel.
Feel free to create a share-link of the space with us (by pressing the Share-button), so we can better understand what you like to do
